Discussions are taking place in the State Assembly today over the proposal regarding the state government’s decision of naming the State’s permanent capital and its name.
The Assembly Speaker would allocate time to state assembly members to put their views over the proposal in the meeting. The government would present the proposal for the decision once the state assembly members put their views.
The House has made preparation to present its decision on Wednesday after holding discussions on Monday and Tuesday. The amendment proposal and time to be demanded by lawmakers to put their views would determine how long the discussion would take place.
The State Assembly would finalize the issue of determining the capital and naming of the State the next day after the conclusion of deliberations over the proposal.
State Assembly Secretary Durlav Kumar Pun Magar said that voting would take place over amendment proposal if the proposal does not get two-third votes. The state government on October 2 had presented a proposal at the state assembly to determine Deukhuri Valley as the permanent capital of the state and naming it Lumbini.
A state assembly member can register his/her amendment proposal if he/she does not agree over the proposal regarding permanent capital and the name of State within 18 hours of conclusion of the discussion.
Generally, there is a common practice of providing 72 hours to register amendment proposal, the Speaker has allocated only 18 hours for the same exercising his authority.
There are 87 members in the state assembly and 58 votes in favour of the proposal should be enough to pass the proposal. The constitution has mentioned that the two-third majority votes of the total votes could determine the state capital and its name.
There are 61 members of Nepal Communist Party in the state 5 assembly and it would be conformed if all members of NCP Parliamentary Party vote in favour of the proposal presented by the government.
There are 19 members from Nepali Congress, six from Janata Samajbadi Party and one from Rastriya Janamorcha.
Dang, Banke and Bardiya districts have welcomed the proposal of shifting the capital of the state.However, demonstration has been taking place in Rupandehi.
The opposition party in Dang, Banke and Bardiya has also welcomed the proposal of shifting the capital while there is demonstration in Rupandehi, Gulmi and Palpa against the proposal.
The United Struggle Committee and NC have determined a programme to organize gherao at State Assembly Building today and a large number of security personnel has been mobilized in Butwal.
