First parliament session after polls begins today


The first session of both the Houses of the Federal Parliament after the November-20 elections, is beginning on Monday.

According to a constitutional provision, the session of the House should start within 30 days of the announcement of the final results of the election.

The first meeting will be chaired by senior-most member of the House Pashupati Shamsher JB Rana.

As per the call of President Bidya Devi Bhandari, the meeting of both the Houses will start at 1 pm on Monday. Top leaders of political parties in the parliament are scheduled to address the session. All-party meeting has finalised other agendas of the session.

The meeting of the session will be conducted according to the previous rules of the House of Representatives. The House of Representatives Rules 2075 will be approved again from the first meeting. Earlier, the all-party meeting had decided to conduct the meeting on the basis of the old rules until further arrangements are made. There is an agreement among the parties to amend the regulation.

However, Gopal Nath Yogi, Secretary of the House of Representatives, informed that a committee will be formed from the first meeting for the amendment if there is no consensus among the parties.

“The first meeting will be conducted according to the old rules,” he said, adding that the revision process will proceed as per the need.

Chair will read out the letter from the President’s Office about the call of the House session and inform the MPs about the appointment of the Prime Minister and formation of the Council of Ministers during the session.

According to the parliament secretariat, condolence proposals will be endorsed too.

Similarly, there will be an agenda of getting vote of confidence for Prime Minister Puspa Kamal Dahal Prachanda on Tuesday.

There is a constitutional provision that a vote of confidence must be taken within 30 days of the appointment of the Prime Minister. After taking the vote of confidence, the process of electing the Speaker and Deputy Speaker will get underway.

According to the constitutional provisions, the Speaker and Deputy Speaker should be elected within 15 days of the first meeting.

The stature stipulates that Speaker and Deputy Speaker are from different parties.

At the beginning of the session, the National Assembly will also be informed about the letter of convening the session and the letter of selection of the Prime Minister.
