Election Commission (EC) has approved 141 voting centers to allow temporary voters to cast their votes for the November 20 elections.
The provision for temporary voters is being implemented for the first time after the new constitution came into effect in Nepal in 2015.
The voting centers have been approved for staffs and security personnel whose names are included in the voter list but have to stay in their working stations.
Similarly, people in old age homes and prisoners (except those sentenced for election-related crimes) will also be able to vote for the proportional representation system for the House of Representatives seats.
However, the temporary voters will not get to cast ballots for the first-past-the-post candidates and provincial assemblies.
Normal voters get to cast votes on four ballot papers – two under the provincial and parliamentary first-past-the-post election system and two under the proportional representation system (one for the House of Representatives and another for respective provincial assemblies).
A temporary polling booth will be set up on the premises of the district prison for the first time to give an opportunity for the prisoners to cast their vote.
As per the Electoral Roll Act 2073 BS, the election commission may prepare a temporary voter list that includes government employees, Nepal Army, Nepal Police, Armed Police Force, detainees and prisoners, election staff and security personnel and people in old age homes so that they cast their votes.
