Home Minister Initiates Move To Implement Deal With Biplav’s Party


Minister for Home Affairs Bal Krishna Khand has taken initiative to implement the agreement reached between the government and the Communist Party of Nepal (CPN) led by Netra Bikram Chand ‘Biplav’.

Minister Khand Sunday held discussions with Minister for Law, Justice and Parliamentary Affairs Dilendra Prasad Badu, Secretary Uday Raj Sapkota, Attorney General Khamma Bahadur Khati and Home Secretary Teknarayan Pandey about the way to move forward for the implementation of the agreement inked by the erstwhile government.
The meeting between the officials dwelt on the progress made so far for the implementation of the agreement and path to move forward, press coordinator to Minister Khand Madhusudan Bhattarai said.

Minister Khand also informed about the talks he had held with the CPN (Maoist) leaders after he assumed the post and their demands for the implementation of the agreement.
A three-point agreement was inked between the government and the Communist Party of Nepal on March 4, 2021.
“Today’s discussion focused mainly on the third point of the agreement: the Government of Nepal, which has agreed to lift the ban on the Communist Party of Nepal, release the imprisoned party leaders and cadres, and dismiss all charges against them,” Bhattarai said.

During the discussion, Law Secretary Sapkota and Attorney General Khati informed about the cases that can be dismissed and the prisoners in jail who can be released.
Law Secretary Sapkota informed that most of the recommendations and the list which came to the Ministry of Home Affairs and the Office of the Attorney General for release had been acted upon but some of them are still under consideration which cannot be withdrawn by the government initiative alone.

The meeting also decided to hold further discussions on the remaining issues for the implementation of the agreement and arrange time and date for holding a separate meeting with the Biplav outfit, Bhattarai said.
The three-point agreement was signed by the then Home Minister Ram Bahadur Thapa, coordinator of the negotiating team, Dr. Rajan Bhattarai, foreign affairs advisor to the then Prime Minister KP Sharma Oli, and CPN-Maoist party spokesperson Prakanda and member of the Central Committee Deepak.

After the formation of the present government, the CPN (Maoist) leaders have been meeting Prime Minister Sher Bahadur Deuba, CPN (Maoist Centre) Chairman Pushpa Kamal Dahal ‘Prachanda’, CPN (Unified Socialist) Chairman Madhav Kumar Nepal and Home Minister Khand and demanding for implementation of the agreement reached with the previous government.
