‘Impeachment Motion Filed To End Impasse In Judiciary’


Nepali Congress leader Dr. Shekhar Koirala has said that the impeachment motion was registered against Chief Justice Cholendra Shumsher JB Rana after he failed to end the impasse in the Supreme Court.

Speaking at a function organised by Nona Koirala Memorial Academy on the 14th death anniversary of leader Nona Koirala in Biratnagar on Monday, Dr. Koirala said that the present situation arose as CJ Rana denied giving a solution to the standoff of the court.

“I had advised CJ Rana to give a solution to the impasse; had he given a way-out, the situation of registering impeachment would not have arisen,” he said.
He further said it would take four to five months to conclude the impeachment motion.

Stating that in a democracy the Prime Minister, the Speaker and the Chief Justice should maintain accountability, responsibility and transparency to maintain a power balance, Dr. Koirala said the Millennium Challenge Corporation (MCC) should be finalised by the parliament.

Recalling that the MCC had entered the parliament though the Ministry of Law and Justice during the time of KP Sharma Oli, Dr. Koirala said that MCC should not be meddled with and parliament should be allowed to decide it.

In another context, Dr. Koirala said that Nepali Congress would become weak if it continued the present alliance till the local elections.
“Let’s make the party stronger first, alliance can be forged after elections,” he said.
During the function, the Nona Koirala Memorial Academy honoured litterateur and critic Dadhiraj Subedi.

Meanwhile, Nepali Congress general secretary Gagan Kumar Thapa has said the impeachment motion was registered in the parliament against Chief Justice Cholendar Shamsher JB Rana because it was essential.
Speaking at a meeting of party workers of NC Kavrepalanchowk in Banepa, Thapa said the motion was registered to end standoff in the judiciary.
He said the impeachment motion was a right decision although its registration was delayed.

“The Supreme Court Bench was not being shared since long between the CJ and other Justices, no one was ready to sit with the CJ in the Bar and Bench,” he said, adding that the motion was registered as the CJ started making a move in the Judicial Council and Judicial Service Commission as well.

Thapa said the parliament would decide on the motion as questions were being raised as to how it would be endorsed.
“This matter will be finalised by the parliament, so it is not necessary to debate whether the impeachment motion will be endorsed,” he said.
General Secretary Thapa further said there was no need to make any delay to table the US funded Millennium Challenge Cooperation (MCC) compact in the parliament as foreign grant was necessary for the development of the country.

Thapa accused the communist parties of talking differently while in power and sitting in opposition.
“It will only harm the country,” he said, adding that the NC never played double roles.

He instructed party rank and file to prepare for local election. NC Kavre chair Tirtha Lama said that party strengthening campaign has begun from villages in his district.
