Minister for Home Affairs Bal Krishna Khand Wednesday stressed the need for continuity of support from the Ministry of Finance and the National Planning Commission to implement the game-changer programmes designed by the Ministry to meet its target in time.
Delivering his concluding remarks on the six-month review and the Ministry-level Development Problem Solving Committee meeting held at the Ministry today, Minister Khand said despite the scarcity of needed resources to the security bodies, the hard works of the security forces and civil servants deserved appreciations.
Minister Khand said that sound security of the citizens would be possible only if the government could maintain high morale of the security personnel.
Joint Secretary and chief of the Policy, Planning, Monitoring and Evaluation Division Dr. Bhishma Kumar Bhusal had presented and briefed the overall and integrated progress report of the ministry in the second quarter of the current fiscal.
Although the overall progress of the ministry and its subordinate bodies was good, it was pointed out to the concerned bodies that some of them could not achieve significant achievement in terms of capital expenditure, Dr. Bhusal said.
Officials present from the Nepal Police, Armed Police Force Nepal, and the Department of Prison Management pointed the lacking part in managing proper resources to their offices.
Serious discussions were held on issues such as lack of land for the construction of buildings, construction of prefabricated BOPs due to low budget, inability to complete the construction of prison buildings, and difficulty in providing minimum required facilities to the inmates, according to a press note issued by the ministry after the meeting.
Home Secretary Tek Narayan Pandey said that the concept of security for development and development for security has been put forward by the ministry.
Vice-chairman of the National Planning Commission Dr. Biswonath Poudel said that the effective implementation of the issues presented by the Home Ministry was necessary for boosting high morale of the police administration and respecting human rights of the inmates.
