Prime Minister Sher Bahadur Deuba has said that the objective of the government is to ensure the prosperity of the nation through successful implementation of the Constitution.
Addressing a special programme organised at the Army Pavilion, Tundikhel, Kathmandu on the occasion of Constitution and National Day on Sunday, Prime Minister Deuba said, “The Constitution has converged the dreams of martyrs, citizens’ hope, and our future.”
Stating that the national charter institutionalised constitutional supremacy, an important feature of rule of law, Prime Minister Deuba said that Constitution Day is a day of national delight.
He added that the government is committed to protecting the citizens from the COVID-19 pandemic.
“The main priority of the present government is to protect people’s lives. We will be vaccinating one-third of the citizens within mid-October and all citizens will be vaccinated by the end of April,” said the Prime Minister, adding, “The government has also been conducting various programmes to generate health awareness and has been arranging personal health materials to those working on the frontline.”
The Prime Minister also said that the government is committed in protecting and implementing the Constitution, which came into existence as a result of the struggle of citizens.
“The government has been institutionalised through the Constitution due to the people’s will to transform the political regime of the nation. Thus, we should move ahead on the road of prosperity by implementing the national charter for economic and social transformation,” said Prime Minister Deuba.
“The main objective of our Constitution is to fulfill people’s aspirations of sustainable peace, good governance, development, and prosperity via federal democratic republican system of the government. I express my commitment to work with loyalty to materialise people’s aspirations,” he said.
Prime Minister Deuba said that various authorities would be handed over to the provincial and local level governments which are in closer contact with the citizens. “Various resources, including human resources, will also be distributed all over the nation equitably and all necessary laws required for the enforcement of the Constitution will be enacted in the days to come,” he added.
The government’s priority is to create a powerful and prosperous Nepal, free from discrimination by implementing the values of social and economic justice and democratic norms via the federal governance system, said the Prime Minister.
He further assured that the government would address the hopes and aspirations of people and resolve the concerns of the dissenting groups through democratic process. “Our commitment towards nation’s sovereignty, protection of people’s lives and property, good governance, transparency, and press freedom is constant,” he added.
“I hope that the Constitution Day would inspire and empower all of us to protect lives by minimising the risk of the pandemic and give pace to the nation’s economic development,” said Prime Minister Deuba.
He also expressed his condolences to those martyrs who sacrificed their lives to bring about a revolutionary change in the nation.
The government and general public marked the 7th Constitution Day across the country by organising various public ceremonies.
Six years have passed since the promulgation of Nepal’s Constitution through the Constituent Assembly on Asoj 3, 2072 (September 20, 2015). Every year, the day is marked as the Constitution and National Day.
The special function of Tundikhel was organised by the Ministry of Home Affairs today.
The ceremony was attended by President Bidya Devi Bhandari, Prime Minister Sher Bahadur Deuba, Chief Justice Cholendra Shusmher JB Rana, Speaker Agni Sapkota, National Assembly Chairman Ganesh Prasad Timilsina, ministers, MPs, security chiefs and other dignitaries.
Various cultural processions were displayed in the ceremony. Flowers were showered from a Nepali Army helicopter and white pigeons, symbol of peace, were also released.
The government is celebrating the Constitution Day with a three-day programme from September 18 to 20.
On the occasion, the government has called on all Nepalis to illuminate their houses on the main day and hoist the national flag. The main organizing committee headed by Prime Minister Deuba had been formed a month ago to celebrate the day.
The Constitution Day was also marked in all seven provinces where the Province Chiefs and Chief Ministers (CMs) addressed the programmes.
Chief Minister of Gandaki Province Krishna Chandra Nepali Pokharel said that there was no alternative to moving forward by pointing out the weaknesses seen in implementation of federalism. “There is hardly any subject which has not been addressed by the Constitution. Thus, effective implementation of the main law is the need of the hour,” he said, adding that all three tiers of the government were responsible to implement the Constitution.
Similarly, Lumbini Province CM Kul Prasad KC said that the nation would be prosperous only via enforcement of the Constitution, which has stipulated federal democratic republic system of government, secularism, social justice and inclusivity.
“We had to face various challenges in the last six years of implementation of new Constitution. But despite all the odds, the nation is moving on a positive direction,” said CM KC.
Province Chief of Bagmati Yadav Chandra Sharma said that Nepal’s Constitution was a historic document which came into existence due to the struggle and sacrifices of people. He added that the nation’s aim to build a prosperous country with happy citizens would be fulfilled if the values of federalism were upheld in state operation.
Likewise, Chief Minsiter Astalaxmi Shakya highlighted the objectives of the Constitution on the occasion.
