House endorses PSC bill


The House of Representatives (HoR) on Sunday endorsed the bill related to the Public Service Commission.

The bill, which was introduced in the House of Representatives on September 10, 2019, was initially endorsed on July 26, 2020 and forwarded to the National Assembly. The National Assembly also approved it on September 15, 2021.

Minister for Law, Justice and Parliamentary Affairs Govinda Prasad Sharma Koirala had tabled the bill seeking its final endorsement in the Lower House on Sunday. The House of Representatives passed the bill forwarded by the National Assembly with some amendments.

There is a legal provision that the House of Representatives has to accept the amendment made by the National Assembly to any bill even if the bill of origin had already been passed. Now, the bill on ‘Public Service Commission’ has been endorsed by both Houses of the Federal Parliament. The bill will come into effect after the President certifies it.

Endorsement of the bill has paved the way for the Provincial Public Service Commission to exercise its constitutional powers. The rights of staff recruitment in the provincial and local bodies had been given to the Provincial Public Service Commission. But in lack of law, the provincial governments were unable to recruit their employees.

The bill is directly related to federalism and its enforcement would be essential for actual practice of the federal system in the country.
